Are there any good options for a decent Jabba the Hutt mini to go with the WotC 32mm minis, that don't cost a small fortune?

Even the new Imperial fig is too small, apparently, though reasonably priced. He's just over the size of a Jawa in height, so not a reasonable option in my opinion.

Any others?

I suppose, if I must, I could create one out of clay, or other material, but would prefer a premade option if there is one, that costs less than the $60 USD – $80 USD+ the official WotC minis are now selling for on eBay.

This one says it is 32 to 34mm legion scale. $26.54 USD You could ask about the actual size.

Alas, I don't have a 3D printer, so Thingiverse doesn't work for me.

Check your local library system for 3D printing services (personally, I'd just quick sculpt a blob of pink Play-Doh… ;-)

The old Grenadier 25mm minis for the West End Star Wars RPG might end up being cheaper. "Jabba's Palace" is the set you want. Scale is a little smaller, but it's an oversized figure.

Out of stock at Noble Knight, but you might find the figure loose on ebay. I found one entry with Jabba, the Gamoreans and Lando for USD$45 plus USD$22 shipping.
