Intended to start forest fires in the western US and Canada to force resources to be diverteed to fight the fires.

The thing I find surprising is that the US b29s were encountering the effects of the jet stream and could not explain it. Meanwhile the Japanese were using the jet stream to generate their balloon bomb attacks.
