I have 15mm Napoleonic OG figures and 15mm GMB flags. I am replacing the lead staff for a metal ones. How long should the staff be?

It depends. Every nation had their own lengths for pikes, lances and Flag poles.

15mm OG British Napoleonic. I am not so much interested in what the regulations say, but rather what looks good and proportional to the figure.

Flags are too big.

If the flags are too big, I'd just do it by trial and error. Add on staff which is way too long, try the flag in different positions until it looks OK then clip off the excess. Use that as a template for all the others.

Depends on the pose.
If the staff is grounded, British colour bearers often grasped it so that they were holding part of the flag. That might be tricky to do.
If it is being carried in the 'holster', I think British flags look best if they are still low enough to more or less drape over the shoulder of the bearer. The flags are big compared to most other nations at the time.
FWIW, the flag would have taken up about 60% of the staff.

My experience has been that most nations flag staffs are around 10 feet (3 meters+) in length, so you can scale accordingly. For 6mm figs., 10 feet would have staffs of 10mm, 15mm s/b about 22mm, and so on, anything close should look good.

Those sizes ought to be right, but a lot of purchased flags are overscale as this seems to be what many people want.
I can see what they mean – French 1812 pattern flags at the right size for the figures are really small. British ones are already a good size, but they may be sold at a larger size just to keep the difference between them and the smaller flags.
