This is a scenario for Hellfire. It can be played solo, it can be played with two or three people.

Whilst initially designed for 6mm, you don't really need any changes for 15mm and frankly you could play it using 54mm if you had a big enough table and long enough arms :-)

A pirate spaceship has landed and has started looting a factory. The police are trying to get civilians away and clear the place ready for the military to intervene, then a bunch of temple militia mount their own attack on the pirates. What could go wrong?
And why is it happening?

Yes quite easily. And actually, you could even use it with pirates in the Caribbean or elsewhere. Park the ship against a wharf and only have 50% of the perimeter as the rest is sea :-)
