Splintered Light makes some dark elves with crossbows (both one and two handed) that might pass as regular elves with a different paint scheme. link |

I was going to point out the old Demon World figures now by RPE. The mounted Dark Elf scouts even have pistol versions of crossbows.

Alternative-Armies has, at least, one 15mm elf with a one handed crossbow. I believe he is a thief. In the fantasy section |

You can also do head swaps in a pinch. |

Alternative Armies HOT69 Elves with crossbows are bare headed with mail armor and side arm (sword/blade/longknife). I used them as dark elf "regular" crossbow and the SL as skirmishers. |
