I have many of the same terrain boards but have not seen that road configuration. What is the one with the many tracks?

When people ask "what scale should I do…?"
I like to point out, that the landscape can often be as important as the combatants. If you need to maneuver, you should go for a figure scale that allows for it, or plan to have a radically different figure scale vs ground scale.
