But if one considers that dolphins are mammals and that the mermaid legend may derive from sailors observing mammals like manatees, a sea-going mammalian humanoid with a tail shaped rather like that of a fish is not such an impossibility. The problem with the model is the depiction of scales on the tail.

Snakemen and mermaids are biologically silly from the start, but if you've got something with the upper body of a woman, why wouldn't she have breasts? Why do they make less sense than other mammalian characteristics like outer ears?

Unfortunately, there is a genetic condition called Sirenomelia which is also known as "mermaid syndrome". See link
