I am about to invest in some PAK 40s for my German forces. What I would like to do is have one set of ordnance that I can add crews to as required i.e. Fallschirmjaeger, Heer and Waffen SS. Does anyone know of sources of separate crews in 28mm sold without the guns? I am aware of the Empress Miniatures figures, but they are primarily 'winter' figures.

Artizan Design has a late war crew in smocks and Crusader has a Fallschirmjager crew plus another crew which there isn't any picture of what they look like so I am not sure if it is standard German crew or not.

The arms business was a big deal before the First World War, and Germany was one of the leading participants. The war and the Versailles Treaty put an end to that for a while. In the mid-1930s, with Hitler's rise to power, Germany began trying to regain its overseas arms markets.
The Greeks were among the buyers of German weapons. So, I bought a 37 mm PaK for my Greeks from Perry Brothers, crewed it with Greeks, and now have an excess German crew.

Of course, that doesn't solve your problem, but it is a start.

I believe there may be some others as well, and perhaps some manufacturers might offer that a a special option, if you make an inquiry into that.
