I agree with Cerdic on breathless, but Enlightened Despots are better than unenlightened despots that it seems were under now.

I have a lot of time for Maria Theresa – took over a a polyglot Empire that was nearly broke, modernized it, reformed many laws, introduced vaccination against the time-honoured practices of some of the senior physicians in the Empire, emphasized education, had 16 children and fought Freddy the Great to a standstill – and would have whupped him proper if the Empress Elizabeth had not had the bad luck to die

Not a perfect person, but one of the most successful Habsburgs
