Back in the late 1990's, I used a browser mapping program. It was perfect for making tabletop scenario maps… I got in touch with the author, in the early 2000's, to see if he had updated it. He was shocked that anyone was using it!

I created around a dozen maps for scenarios I published in my original Army Men game books. I wish I still had that program, today. It was perfect for making tabletop wargame maps -- Perfect! Technological advancements are not always a boon… Cheers!

I've used it once or twice. It's more RPG-ish, but might work for you.

I've been using Wonderdraft, which is popular with the fantasy/RPG crowd, but is flexible enough to develop most maps. Not going to do it for you, though, if you're looking for military map symbols.
