Hello all,

As author of the following document on BAOR:

I decided to take a stab at the U.S. Army and this is what I recently found….
Now the Army CAPSTONE program was started in 1979, to align all AC & RC units with wartime missions in Europe (NATO), Korea, and SW Asia, along with missions in CONUS & Theatre Defense.

Apparently the Army did one of these "Program Objective Memorandum" biennially for review by the Office of SECDEF.
