I've just got myself a set of these rules (first published in 1997).

However, a couple of the pages are BLANK, they have no print on them! These are pages 9 and 24. Page 9 seems to be where the Melee rules should be, and their absence takes the heart out of the rest of the rules.

So I'm humbly asking if any member of the collective hive still has a copy of these rules, if they could scan these pages for me (especially page 9) I'd be immensely grateful.

I found a free download of the rules at <https://nanopdf.com/download/gekokujo-the-low-conquers-the-high_pdf>. But the rules only go up to page 16.

Are these the rules you are looking for?

I had a set of rules by that name that had some good ideas but it was for army battles.

According to Noble Knight Games, the rules were published by HG Walls and are 32 pages long. According to Robert's link that set is v.85, 16 pages, and make no reference to publisher or author. They may not be the same rules but they are free and cover melee so may work for the missing page 9.

Many thanks to you all, but, yes, the rules I have are the ones published by HG Walls and authored by Lowell Francis. The figures are individually based for skirmish, rather than battles.

The blank pages, 9 and 24 are the same side of a sheet before it has been folded into the book. This looks like a print-run error. I wonder how many other copies of the rules turned out like this?

The other rules that can be found online with the same name were a DBx derivative cooked up by Anstein in Norway. He used to have an amazing site for his 10mm samurai with lots of information on the Takeda.
