I've been looking for 32mm, everyday citizens, standing or walking WITHOUT weapons to make an active New York city scene in the present time period.

You should double check the scale ( I think they're closer to 28mm, but they might work for you), but the semi-contemporary civilian miniatures from the Superfigs line might work for your needs.

Maybe some hero clix figures with a new paint job?

Clix are the way to go.

Cheap as chips for some of them, and easier to modify than metal figs, if you want more pose variations.

Thanks everyone! I just found something close to what I was looking for. Although, they are closer to 28mm.
