If your doing German airborne assault. the bridges look like regular train trestles( o scale)

Yes. Would HO be too small?

Yes, HO scale is 1/87. 28mm is generally 1/56. O scale is 1/48 so would be better unless you can find something in S scale 1/64.

Oddball I found a few of these bridges at train shows at the flea market tables. Without pandemic restrictions your area has a lot of local club train shows.
Look for bridges made by LifeLike or Atlas in N HO, or O scale if you want to buy them new
