I'm wanting to do some 28mm ship to shore/fort combat. Anyone know of a good ruleset that covers this? Maximum of three ships….some landing craft…and one or two forts…probably with a small town. I have all the figures and terrain just looking for a good set of rules

Blood and Plunder is the first game that comes to my mind. Check out Firelock Games.

100% Blood & plunder.

There is a Kickstarter finishing soon with new stuff if you are quick, but the existing rules are designed precisely for what you are looking for.

Ditto on the Blood & Plunder recommendation. Excellent game and products.
