I have some Old Glory Pirate Voodoo Warriors that I want to convert into Chinese coolie railroad workers. I can drill out the hands and insert … brass rod.
Does anyone make 28mm packs of tools, like shovels, picks and whatnot?

Check Walthers, the model RR people. S-Gauge is what you want.

Walthers is great for HO and N scale stuff no so good on O scale. Try Berkshire valley models great O scale tools and other things that should work very well see this page of O scale unpainted details
