Wargames Foundry used to sell them, but I think they were one colour, like VVV.

There are not a lot of makers of these things. Warlord Games is one, but not for Foundry shields.

You didn't state which era, nationality, etc.

If you don't want to spend a lot of money, I would try what Jeff Jonas recommends.

Or hand paint them.

What about other companies like Little Big Men Studios that sell 28mm transfers for as many miniature manufacturers as possible?

Would there only be Little Big Men Studios?
