A ww2 Abacus, you can just make your own rulers, just put bad effects first gradualy getting better towards the right of the rulers

I see what you're trying to do but I'm not sure this gets you there. Using this it appears if I have a knife and my target is a very small number of men and they are a great distance away I still have a 10% chance of hitting someone? Your idea may work with ranged weapons but not all weapons, even then you haven't considered other factors like the type of cover the target occupies or if they are moving. It also assumes all firers are equally proficient in their weapon use. Your model assumes the weapon is more important than the man firing it, which is not uncommon in game rules, but other rule sets come from the perspective that the man behind the weapon is a more significant factor than the weapon itself (especially given most firearms, like the bolt action rifle, are very similar in performance).
