I have had a scout around but I cannot find anyone who makes 6mm scale pirates. Any tips anyone?

It depends what you want them for.

Small numbers of individual figures for skirmishes – don't know of any that would do for that.

Larger forces could be done using the more irregular 17/18th century figures from Irregular Miniatures. You might have to get samples and see if they would do for what you want. IM figures are good en-masse but not all are really well suited to single based 'character' figures.

In 10mm you have both Irregular and Pendraken – both are useful.

You might be able to make up something acceptable using a combination of Baccus figures:

Napoleonic Spanish guerillas
AWI Woodland Indians
SYW Compagnies franche de la marine
SYW Canadian militia
WSS Dismounted Dragoons

Irregular miniatures does not do pirates specifically but they have such a broad range of eras and troops types you could probably cobble something together.
