To be fair Thrasher the Russians don't need a lot of large vessels given they are a land power and have limited access to oceans.
The number of vessels I saw planned for delivery in 2020 on the well reputable Janes is around 40. And yes this does include small vessels such as patrol boats, tugs, mine counter measure vessels as well as a larger hydrographic research ship (Project 20183 Akademik Alexandrov). All are necessary for a functional navy.
To date several larger ships and submarines were delivered including a Borei class SSBN (24,000 ton displacement). They are actually planning to commission a further 3 submarines this year including a further 2 Yasin class cruise missile subs and an improved Kilo class.
The Russians appear to be ramping up submarine production with several under construction and maybe 4-5 delivered next year.
The surface fleet is struggling following loss of access to Ukrainian engines. Still 1 large 5000+ ton frigate was commissioned this year with a second planned. Corvettes are also being commissioned (these are close to light frigates and pack considerable firepower).
The US itself has been slow to commission new ships eg in 2019 only 2 destroyers were commissioned (DDG-117 USS Paul Ignatius and DDG-1001 USS Michael Monsoor) and 1 Virginia class attack sub (SSN-790 USS South Dakota).
They also commissioned 6 LCS though given these are glorified patrol boats built to civilian standards, of no combat value and whose vast majority of mission systems were cancelled or indefinitely delayed, I don't really regard these as surface combatants.
