Currently reading the book American Privateers. Large tome with good research and well written. Recommend highly even if only focused on the war off New York harbor. Best book on AWI privateers I have read so far.

That is incorrect. The main defense of the new states were the different state navies. Privateers were an offensive force (like the fledgling Continental Navy) created to raid commerce and supply ships. Fairly effective, but not defensive. The PA, MD, and VA state navies come to mind for defense, though they had a very difficult time competing for crews and materials with the privateers that undermined their efforts.
