Are you thinking of Firepower, Joe link ? I have always wanted to play this (I read the review in Fire & Movement many many many years ago!) but have never seen it IRL…

that is the one! your description sounds like a very similar game with your leaders being able to activate soldiers around them. he did a ww II version as well
