I originally assumed he was VC as he is carrying the NLF flag, not the North Vietnamese one. Then dawned on me that even when they entered Saigon, the NVA flew this indeed! Very quickly though the NV flag became the emblem of a "unified" (must not talk about conquered of course) VN and is to this day.
