Commissars create essentially a second, parallel command structure and invariably create inefficient militaries. I think somebody said something about unity of command. Commanders need to think about completing their missions, not about what someone is going to think about them. We're probably lucky the PLA is going this route. |

Yep, I am glad to see this. Should result in some hesitation in issuance of orders, which will give our side the edge should be get into a scrap with them. |
