I'm about to embark on the ACW in 28mm. So, here goes the can of worms:

I'm looking for a rules set depicting small unit actions, skirmish if you will though I don't like that term for ACW. Anyway…

I'm thinking 100 maybe 150 models a side at the most.

Not knowing your "rules background" in other genres, I'll make an initial stab.

Try "The Sword and Secession" by Jay Stribling and the Jackson Gamers [of which I am one] which is a variant of "The Sword and the Flame" (TSATF) by Larry Brom. You'll need TSATF in order to play TSaS, so if you already have it, then you're set. You can get it from sergeants3.com/18.html# (3rd page of this link).

We developed this set over a period of several years with many play tests. It uses TSATF standard units of 20 infantry, 12 cavalry, and a gun with 4 gunners, plus separate leaders.

It is definitely more "Hollywood" in style but we felt it lends itself to small-scale actions such as raids. One scenario we did was a Union naval landing to destroy Confederate salt works along the Florida panhandle.

Rebels and Patriots by Osprey would work, but I am with Wackmole in recommending Brother against Brother

"Sharp Practice" works well at that scale – typically 60-80 figures per side or up to 100-120 for a larger game.

Nominal scale can be anything from 1:1 – 1:5, so a single Group of 8 figures can represent an understrength company or part of one.

SP is written with a typical 6x4' table in mind, works well with between 2-4 players (more than that slows it down too much), and example ACW force lists in the core rules

TSaS says it is a game for 'small cavalry actions, naval landings and foraging expeditions'. I'm assuming this means there's some infantry involved? And you also need a copy of TSatF, correct?

Can you play with bigger forces, maybe a whole regiment or two using these rules? Sorry to be so obtuse.
