Can anyone please suggest a site to find uniform information on the Russian, Romanian and Slavic Balkan Armies of 1877?

Although they are not web sites, I have these three works and together they cover everything you want (the Lucas book only cost $10 USD and the Osprey book is also not very expensive and has some excellent color plates).:

1. Osprey's book on the Russo-Turkish war of 1877:

2. Dusan Babac's, THE SERBIAN ARMY in the Wars for Independence Against Turkey 1876-1878 (which you can purchase from On Military Matters)

3. Ray Lucas's RUSSO-TURKISH WAR 1877 (which you can also purchase from On Military Matters)
