"What a waste of money… and resources"

Compared to what? FDR had a similar train. Many national leaders of many countries, particularly large nations, traveled in special trains. They had not only security concerns, but large staffs of aides, and communications requirements that would be hard to deal with in a car. When they travel by train they can sleep or work while they travel. And they hard to assassinate because of limited access to rail lines and stations.

Remember the Nazis were not planning on being in power for 12 years, but 1,000 years, so in theory, the trains would be in service likely for decades. Not unlike the US presidents who fly in Air Force One, a special fleet of aircraft made for the use of the President and other high officials.
