Already wrong. Battle flags were official flags of the Confederacy. The Confederate Army was a part of the executive branch of the Confederate government. As such, any flags adopted by military general order or regulation were "official."

It appears that the author confuses "national flag" with "official flag". I would say that any flag that would be recognizable as marking a Confederate unit or position would be official (State flags, regimental colors, battle flags).

National flags were those shown over administrative buildings such as capitals and town halls. The NorthernVirginia flag was not an official administration flag.
Battle flags are more complicated. Generals developed unique flags to signify the belonging to a specific Corps such as Polk or Hardee.
Units did carry State colors which were highly regarded. State pride and rivalry were more important than being a Confederate or a member of a certain Corps. States had their own flag rules.
Alabama had an official administration flag that was carried by only a few units. It had a rattlesnake under a cotton plant on one side and a drawing of lady liberty on the other. The lady liberty is carrying an Alabama battle flag. The battle flag is blue flag with a Yellow five point star in the middle. To distinguish it from the Florida battle flag, the word Alabama is over the star in yellow.
