The figure's name is Blackbird by Superfigs. Possibly available from the Old Glory miniatures site. The character is part of the Cult of Super Assassins along with Saber Skull, Adder,and their Henchmen. They were not good guys:)
They were for use with the SuperSystem rues by Scott Pyle.

IT would have been a good study for the workbench, especially on gluing on the wings.
