How well would these go with 28mm paizo figures, when planning a monster hunter game?

They look very small to me, and most of them are not in scale with each other (the gogmazios in the center should be about 2 feet tall, and the unicorn guy whose name I forget should be much smaller than the rest). You could possibly use 15mm figures to make them seem bigger.

The monsters are mostly made to size, not scale (like hot wheels). I've got a couple of them, an Uragaan and a Gammoth and they both fit reasonably well with 15mm figures. 28mm or larger would be way to big for them. If it helps any the hex bases are around 3 inches from flat to flat.
