Who makes a WW2 20mm AA gun in 28mm for early war & Desert war British?

In what scale? In my preferred 28mm, I don't believe anyone makes the ground mount. In 15mm, I think Battlefront has a porteed version, which would just require taking it off the truck. I'd be astonished if the same were not true for 20mm/1/72.

For the Desert War, you could use Italian guns. They were every popular with Commonwealth forces – IIRC the New Zealanders captured an 88 and tow, the Australians definitely used whatever they could find.

The 20mm Oerlikon mount was still in use unchanged thru the 1970's with a variety of armies, so you might find something in the Cold War and Modern ranges out there.
