Two-car garage for a four-floor apartment building suggests that each apartment has two floors, which is plausible, I guess, especially with each floor losing some space to the stairwell.

The paint job and details are well done.

Would that be the Nakajima Plaza?

I think it's the Nakajima Run-Down Apartment Building.
