Are there any 28mm-30mm Capt. America figures to be had? Would the Heroclix figures work? or are they too large?

I used a Heroclix,it was a bit slim but fit in OK with my Warlord plastics IMHO

Look around for different Caps from Heroclix. There is some variation in the size and proportions across all their lines. The ones based on the films tend to be a bit smaller and more realistically proportioned. I like the more heroically proportioned figures, but they might stand a head taller than a 28mm historical fig. Which is fine if we're talking about Cap.

Alternately, Sally 4th has a pack of "not Cap" and the Howling Commandos. The sculpts fit very well with your Artizan/Crusader size minis.

Hard to find, but the OOP 28mm Cap'n and Bucky from "What The ?!? Miniatures" are really nice.

The HeroClix Cap that I repainted is roughly 39mm from the bottom of his feet to the top of his helmet.

Most of the Heroclix figures are significantly larger than even the ‘heroic' wimp sculpts.

There are a bunch of different Captain America sculpts from Heroclix. Some work well with the heroic scale minis. I am not a size lawyer though since people are different heights and sizes.
