On January 7, the group attacked a primary school in Garissa county near the Somali border, killing four students and a teacher. Clausewitz says war is an extension of politics by other means. Just about everything is negotiable. You just need to negotiate with a big stick sometimes, but you should never limit your options by emphatically saying "never" to negotiations. |
