Rather than mixing sand and water into the modelling paste, would it be worth using a textured modelling paste? Liquitex does both a natural (medium) and resin (coarse) sand texture. They can still be thinned with water.

I've done both ways, and if your looking for savings then Bill's method is best in that regard.
