I know someone out there knows what Mfg. makes the best assortment of Dark Age/ Medieval Women & Villagers. Looking for some of these for several scenarios I'm planning and for sculpts that look like attractive hero types.
Also would like to use these for Lord of the Rings.

Foundry makes civilians in their Dark Age line. Some of their Ancient and Medieval civilians may be worth looking at as well.

I suppose it depends on your budget! And scale – I am assuming 28mm with my suggestions below.

Hasslefree has nice selection of villagers – fantasy, but could stand in as medieval. Pretty, but pricey.

Old Glory has revolting peasants – generic medieval types.

Foundry has a selection of civilians, but you'l need to search the website to find them as they are listed in each historical era.

Perry has various non-warrior types scattered through their ranges. Again, you'll need to poke around a bit.

There's plenty of other places to look, those were just off the top of my head. Dixon, Gripping Beast, Black Tree Design , Warlord Games and others also have suitable villagers. Best is to open their website and use the search function.

The foundry Viking civilians are very good plus there is a bunch Of warriors having a drink!

Fire Forge has a fairly new "Folk Rabble" plastic kit in their Not-GoT Forgotten World fantasy line:

There may be supply issues with this one at the moment, though. Fireforge themselves seem to be about the only online store with stock.

Designed mostly for armed mob poses, but has stock options for carrying baskets and various tools in work poses (plus it's plastic, so go to town with conversions). 2 of the 6 bodies on the sprue are female, plus various heads. Head swaps might give you the heroic villager look you're after.

There's also a zombie version of this kit… assembled to be less obviously undead and painted with normal flesh tones might be the right kit for lepers.

There are also Reaper's Townsfolk minis that could work rather well if you're not looking for an entire unit of them. They've recently added several to their more recent bones releases as well.
