I use 'Kiss Me Hardy' from Too Fat Lardies. Excellent fun rules without too much complication. Highly recommended.

I believe Warhammer Historical's Trafalgar was designed with 1/2400 scale ships in mind.

You could almost use 1/2400 sail on Wooden Ships and Iron Men board. The rules aren't bad and give a good game.
