I want to make my own flags, based on existing flags. Is there a program for this kind of work?

With an existing image file, I've always just inserted the image into a Word document and then adjusted the size of the insert to match the scale of my figures. Printed on paper, the ink can be fixed with a quick spray of lacquer (I usually use Testor's Dullcote) and mounted with white glue. Works for me.

If you want to draw original artwork you'll need a vector based drawing package like Adobe Illustrator or Corel draw. I suspect there are cheaper options.

I went down this route for my own 28mm Sudan flags but preferred those I'd painted myself. They have more character and seemed to fit better with the figures.

I use Serif Draw Plus, which is a little dated, if you can still buy it. Very easy to use.

I do recommend a vector program rather than something like photoshop. I use "Inkscape", which is free. It works very well but I had to go through tutorials to be able to use it properly – I'm sure a paid program will have the same issues

I have only done a couple of flags, but lots of shields. All of this is very geometrical so suits a vector program well

If you want to adjust colors and contrast from an existing design, then something like photoshop. Haven't used sumo paint but it looks like just the thing

I do not recommend gimp for casual users
