The former Black Hat figures have reverted to their Gladiator name and are now sold by Fighting 15s – see link

I have fielded large pre-Spanish Mexican armies a number of times. Tlaxicans were good enemies for the Aztecs.
My first armies were Minifig.
My last groups were Falcon Uk/Quartermaster out of VA. Great wide selection of Mexica and Inca forces.

I believe Khurasan has some 15mm Tlaxcalans
