There are a couple of manufacturers who I know make Hannibal figures (Gripping Beast and Agema and Old Glory).

What are others and which do you think are the best?

Have a look at Relic miniatures and 1st Corps both have really nice Hannibal figures.

Xyston do a dismounted Hannibal in 28mm.

I have the Relic miniatures Hannibal vignette, with him riding an elephant. Great command figure!
