FOW card rules are more like God Of War where good/bad events can be planned up to 24 (game) hours in advance (same thing in Command Decision). Also, in large multi-player scenarios, some players may never even get to see the cards if the game flow passes by or the force commander isn't inclined to share.
Option:
1. One player on each side draws 1 card and uses it if applicable or hold it 1 turn and play it (again, only if applicable) by drawing the discard card that allows the magnified effect. The effects of the second card can't be used. Discard both if still not useable.
2. Rotate the card draw so each player on that side gets to use the cards
