Looking for a 28mm Viking option other than SAGA (which we enjoy playing). Are there any other good rules people on here enjoy? I am aware that Hail Caesar has a Viking supplement but have not yet tried that one.

Dux Britanniarum from Too Fat Lardiez is an excellent Dark Ages rule set that includes campaign system.

Dux B is for the Arthurian period. You could probably adapt the combat rules easily enough, but the campaign system is very period and ethno-specific.

Lion Rampant works but is very gamey. We gave up on it for our club where games are typically 6-8 players on large tables.

Hail Caesar is for mass battles/big units.

I'll second Tribal. A leader 2-3 heroes and a few units of five figures gives a good game.

Strongsword = fantasy rules but low on magic. Works good for Vikings. Good for tactics.

Lord of the Rings by GW = as above. Good for heroes.

Melee by Steve Jackson. Good all round fun.
