In Tactica II, the Combat Threat Zone extends 8". You can charge to contact or not move at all as long as you are in it.

But does terrain affect the CTZ, i.e. if there are woods or some feature that limits heavy infantry to a move of 4", and there is no way to close in a turn, is the CTZ still 8"?

What about heavy infantry charging heavy cavalry? They can only charge 2" into contact. My reading is that they can ether charge, or not move. But since a charge by definition means contact, it doesn't seem like they will ever make it.

The CTZ is not modified by terrain. It is strictly an 8" zone in which types of movement are restricted by the proximity of enemy forces. This is a realistic limitation that prevents friendly units from doing maneuvers in the face of an enemy that they would never do in real life.

Having said that you and your friends can take into account terrain factors as long as you are all in agreement. Any set of rules lends itself to house rules that can be adopted as long as all parties are in agreement.

Massed infantry must halt within 2" of heavy cavalry before moving into charge contact. This is to simulate a halt to dress ranks and work up their nerve before charging. They can charge the next movement turn if they pass a control test and the heavy cavalry is still within 2". If you are within the CTZ of the heavy cavalry unit they cannot get away even if they win the initiative on the next turn.
