The fire department, and I suspect the military already have that, with thermal imagers.

Using radar is a new wrinkle, I suppose.

Based on my, abate limited, experience with Ground Penetrating Radar I'd be very surprised if its as good operationally as advertised in that piece. At least with GPR you need to have a good idea of what you're doing and what your looking for to interpret what's on the screen. First responders probably have at least some time to consider what they are looking at – but in the middle of a house clearing operation?

Thermal imagers can't see through glass (they just see the temperature of the glass itself).

You need terahertz-wave for that.
