It's also called "foreign aid." We do it all the time and not just the Ukraine.

I read China's 'foreign aid' as a lot more like colonialism than what the US does. The US doesn't *require* American workers at the various projects, for example.

China has a domestic under-employment problem. This not only employs Chinese workers, but exports (i.e. removes) the more adventurous people from the homeland. Similar to Castro sending his surplus revolutionaries to Africa.
