I've never played the battle as a board game, only as a miniature game.

The original Avalon Hill version. I received a copy for my tenth birthday in 1958 and it changed my life.

GMT's Three Days of Gettysburg is the reworked version of SPI's Terrible Swift Sword. The GMT version is a much better system and the latest version of the rules that just came out in Death Valley are very well done.

Battle Cry breaks the battle down into separate days and locations. It's certainly not a detailed treatment, or a game specific to the battle, but it's still fun.
