The title says it all. I'm looking for battlefield clutter to use for objective markers. Who makes sand bag emplacements
and the like in 28mm.

Visit Dollar Stores. You can always find useful stuff among the toys. Make sandbags out of modelling clay.

The Miniature Building Authority has all sorts of awesome 28mm battlefield clutter. There is actually a set of barrels, boxes, and jerry cans. I think they sell more of that kind of stuff at cons than they do on line. Highly recommend.
