Looks a bit like a 7.62x51 (AR-10-ish) lower with an interesting custom upper. Article and Wikipedia doesn't say what kind of operating system it uses (direct impingement or short strike gas or something else). Interesting--fills same role as an AR-10--and very similar in look (though no buffer in the stock).
