Are these tactical values in the scenarios victory points for the scenarios, or are they added to the costs of units or what? I don't find an explanation for them. Help! Thanks.

It is used when determining who is attacker or defender in a scenario, as described on page 44: "…roll two dice, and add to or subtract from this the Tactical Value indicated in the scenario."
