Caesar is the way to go unless you want to buy metals. Check out the 20mm Jihad line from Stan Johansen if metals are in your scope. link

I was thinking you could take the Esci/Italeri NVA/Viet Cong set and swap the heads or green stuff them to have the scarfs over their heads.
